Background

In the LOCREGIS I project, the networking of the local and regional project experts was based on the participation of the core projects. The results were good, among them also a number of new transregional projects. And the experiences, collected from the experts, were the base of all main results of the project.

The idea of the networking platform is also one of the main methodologies used in the LOCREGIS II project. In addition to the networking itself, these platforms will also play again a crucial role for obtaining the more common results of the projects, such as development of the benchmarking and regional analyses.

One important objective of this work is to try to establish and determine a self-sustainable co-operation amongst the participating regions, in order for those networking platforms to pursue their collaboration work after the project ends, in May 2000.
 

Objectives of the work

To understand the content of this networking promotion it is crucial to know the different viewpoints of the work and the synergy of individual benefits.

Main principles of the implementation

The co-operation between the project and the new networking partners does not imply any legal agreements or payments (except for the April 2000 seminar), relation between partners tending to rely more on an opened and friendly collaboration agreement

Each new partner is free to withdraw its participation from the project at any time. No financial contribution is asked to the new platforms’ partners.

LOCREGIS will cover only the costs of the people coming from the original partner regions (in Austria, Finland, Sweden). For the project management it is needed that the regions in charge of the practical work inform the project manager when the  working costs (including 25% overheads) have exceed 3.000 €. This is not the limit of the work input.

LOCREGIS organises a seminar in Austria 13.4.-14.4.2000. It is obvisious that some of the speakers are coming from the new regions. In these cases the project will of course also cover the travel costs.

One important principle is the equality of the regions; small and large, project partners and new regions, inside EU and outside EU. Some openess and flexibility is also needed.

Above some different objectives were presented. It is important that during the implementation the objectives (and the use of language) of the regions are highlighted. In that way the work also serves the needs of the project.
 

Phase 1


Phase 1 includes the following tasks:

The project tasks during the presentation and first contacts: The regions in charge of the first contacts should write a regional report (1-2 page or just the conclusion) and put it in to the document store under the title New region.

The tasks during the practical work:

In some cases the practical work phase can also be a part of the new platform and cover several regions, e.g. when some of the regions have similar needs.
 

Phase 2


Phase 2 includes the following work
 

The workshops include One risk in the implementation is that the project has no funding for the new regions, not also for the travel costs for the workshops. This problem has already been discussed with DGXVI. One possible solution can be that the Commission invites the participants of the workshops to Brussels and pays those missing costs. This could have some plus points comparing it with full separate meetings

Aftercare includes the potential development of the new platforms (finance and networking).
 

Internal tasks

During the work the LOCREGIS project will:

New regions and the database

New regions will be asked to visit the Internet pages and add the their projects to the database. For every partipating region a new own interface will be made to update the background information for the regional profile.

For the development of the tools the regions will also be encouraged to the test the evaluation tools.
